Role overview
You will serve as an independent LADM II Expert providing specialist advisory and content-development services on LADM II, STDM and FELA to support international projects and partner countries. You determine the methods, tools, formats, sequence and planning for your work and interact with the commissioning organisation only to clarify objectives and review deliverables.
Key responsibilities
- Independent expert advice: Provide guidance to project partners on interpretation and application of LADM II, STDM and FELA concepts within specific project contexts.
- Conceptual and technical translation: Translate complex land administration challenges into tailored conceptual or technical deliverables based on LADM II/STDM principles.
- Project analyses and modelling: Prepare project-related analyses, conceptual models or roadmap components for use within the project portfolio.
- Documentation and reusable materials: Document insights and produce reusable materials or case-based examples relevant to international application of LADM II concepts.
- Dissemination: Present project results or developed materials at relevant international events where useful for dissemination.
Deliverables
- Project-specific conceptual deliverables: LADM II country profile components (e.g., conceptual RRR modelling, spatial unit mapping, codelists) or tailored implementation roadmap elements (timeline, risks, technical considerations).
- Domain content development: Technical or conceptual materials for international project objectives related to LADM II, STDM and FELA; structure and design determined by you.
- Capacity support materials for partner countries: Guidance, conceptual tools, or explanatory materials to help local stakeholders understand and apply LADM II concepts.
- International presentation materials: Materials suitable for presentation at international events (e.g., World Bank, FIG Working Week).
- Optional support materials: Content to support advisors in producing publications or methodological products, provided as an external contribution.
- Final deliverable package: A final compilation including documentation and outputs produced, reusable materials and country/project-specific results where applicable, plus recommendations for potential follow-up work.
Working style and location
You will perform the assignment independently, choosing your preferred working methods and location (home or abroad). Occasional on-site presence is at your discretion if needed to achieve agreed deliverables. Working hours, location and workflow are determined autonomously.
Organisatie
The Netherlands’ Cadastre, Land Registry and Mapping Agency – in short Kadaster – collects and registers administrative and spatial data on property and the rights involved. This also goes for ships, aircraft and telecom networks. Doing so, Kadaster protects legal certainty. We are also responsible for national mapping and maintenance of the national reference coordinate system. Furthermore, we are an advisory body for land-use issues and national spatial data infrastructures.
Our information is available predominantly through online web services, including information on energy labels of houses and underground cables and pipelines. Our main customer groups are civil-law notaries, local authorities, businesses, financial institutions and private individuals. Kadaster maintains the Key Registers Cadastre and Topography.
Kadaster performs its public tasks in service of society. This is reflected in the way we are organised and the ways in which we publicly account for how we work.
Kadaster carries out international activities. Together with national partners worldwide, such as governmental organisations and universities, we further develop knowledge and skills in land administration and geographic data. In addition, we actively participate in international umbrella organisations. Kadaster International is a department within Kadaster that carries out and coordinates a large part of these international activities.
Eisen
- You hold a doctoral or post-doctoral degree in the field of land
administration or geo-information or related field - You are able to demonstrate previous or current active contribution to
UN-GGIM, FIG and OGC with particular focus on LADM II, STDM, FFPLA and
FELA - You have at least 8 years of experience in international consultancy, in
different countries, on the subjects of LADM and Fit-For-Purpose Land
Administration or related fields - You have a minimum of 8 years of experience in preparing, teaching and
evaluating short courses and training programmes in the field of LADM II,
STDM, FFPLA, FELA, both at tertiary and professional level - You are capable of translating complex ISO concepts into clear and
practical solutions
