Background
Nuffic, through its regional office Nuffic Southeast Asia based in Jakarta, is implementing the EU-ASEAN Sustainable Connectivity Package Higher Education Programme (SCOPE-HE). This four-year programme (EUR 9.3 million; February 2024 January 2028) is funded by the European Union (EU) and currently in its second year of implementation. For more information, please refer to the SCOPE-HE slide deck.
SCOPE-HE is being implemented under Nuffics pillar-assessed status. This status allows Nuffic to apply its own financial, procurement, and internal control procedures when managing EU funds, as these have been verified to meet standards equivalent to those of the European Commission. To ensure effective delivery, compliance, and coordination within this framework, Nuffic seeks a qualified Consultant with solid experience in EU-funded programme management, financial and contractual accountability, and collaboration with EU institutions and implementing partners.
Purpose of the Assignment
The Consultant will provide financial and contractual compliance support to ensure that all programme activities are implemented in full accordance with EU requirements, contractual obligations, and Nuffics internal rules as an entrusted (pillar-assessed) organization.
Key Responsibilities
- Ensure compliance with the EU Financial Regulation, contractual terms, and reporting standards.
- Liaise with Nuffic Headquarters in The Hague (Netherlands) and Nuffic Southeast Asia in Jakarta (Indonesia) to align procedures.
- Coordinate with Nuffics implementing partner, the German Academic Exchange Service (DAAD), to harmonize financial and contractual processes.
Qualifications and experience
We are looking for consultant who demonstrates confidence and sound judgement, and who is comfortable making decisions independently within their area of expertise, even in complex or high-pressure situations.
Apart from that, you have:
- Proven experience in managing EU-funded programmes, particularly under the pillar assessment framework.
- Demonstrated experience working with or within pillar-assessed organizations.
- Strong knowledge of EU project cycles, grant management, and reporting requirements.
- Excellent intercultural communication, negotiation, and stakeholder management skills.
- Fluency in English (both written and spoken)
